Caesarea קיסריה
A wealthy seaside town beside the ruins of Herod’s port city, midway between Tel Aviv and Haifa.
Overview
Modern Caesarea is a small, affluent community in the Hof HaCarmel Regional Council, with 5,633 residents (2024). Wikipedia calls it the only Israeli locality managed by a private organization, the Caesarea Development Corporation, which the Rothschild Caesarea Foundation set up in 1952.
Next door is Caesarea National Park: the Roman and Crusader city that Herod the Great built from about 22 BCE. Hebrew Wikipedia says it was Israel’s fifth most visited attraction in 2025, with 369,899 visitors. The Caesarea Golf and Country Club, opened in 1961, is described by Wikipedia as Israel’s only full-size 18-hole course.

- Madlan’s city figure mixes villas and apartments, so it overstates what an apartment costs; neighborhoods vary a lot.
